個人通報制度も批准しているかいないかに関わらず、とりあえず通報すべきです。

日本には国際人権機関に英語で通報することを支援する機関が必要です。

裁判事の独立が侵されていること。規約14条違反。
公務員の基本的人権が侵されていること。強制移住、強制転勤 。
国民が公正適切な裁判を受けることができないこと。14条違反。
検察、警察の恣意的な行動、不作為、平等保護違反。26条違反。
等は制度的な問題として次の通報ができます。

人権理事会(HRC)に対する通報手続(Complaint procedure)

大規模かつ信頼できる証拠のある一貫した形態の人権侵害(consistent patterns of gross and reliably attested violations of all human rights and all fundamental freedomsについては、人権理事会(HRC)に対して申立てをすることができます。（従前の1503手続(the 1503 procedure)を実質的に引き継いだものです。）

日本との関係では、過去に代用監獄制度、シベリア抑留などについての申立てが1503手続に対してなされたことがあります。
